Annette Riley

Ms. Riley is a native Arizonan and has been employed in the health insurance industry and related fields since 1980.

She began her career with Samaritan Health Services, in their Phoenix office, where she was responsible for contract management for the self-administered, self-funded employee welfare benefit plans sponsored by the Company. In 1986, she joined CoreSource where she was named a Vice President of Compliance. CoreSource is a national third party claims administrator servicing approximately 350 self-funded clients for the Western Region. Her primary responsibilities were: ensure the Western Region maintained compliance with state and federal regulations applicable to employee welfare benefit plan administration; communicate said regulations to Company staff and, as appropriate, develop and implement Company procedures to comply; develop plan design for clients and write plan descriptions; perform as consultant to the Company's clients and their brokers regarding compliance with such regulations; secure applicable state licensing; prepare annual report, Form 5500 for all clients; and negotiate contract provisions with ancillary service providers on behalf of clients. The scope of the position encompassed thirty-three states.

She is a recognized expert in federal regulations applicable to administration of employee welfare benefit plans, such as ERISA, COBRA, § 125, COBRA '93, HIPAA and has more than twenty years experience in developing plan design for self-funded employee welfare benefit plans and writing the plan description. This includes coordinating ancillary service providers to compliment the plan design, such as Participating Provider Organizations, Prescription Drug Systems, Health Care Management Organizations and Reinsurance Companies.

In addition to the above, she developed, implemented and managed the COBRA Administration unit for the second largest third party administrator in the nation, developed a prototype plan description which was reviewed and approved by a nationally know ERISA attorney and has presented numerous compliance seminars on ERISA, COBRA, and HIPAA for self-funded clients and their brokers in several states.

In 1997, she joined Summit as Director of Marketing and Client Services.
